France are top of Group A1 after two 1-0 wins, away at Türkiye and away at Belgium, and both have been built on defence as much as attack. They allowed Türkiye just 3 shots on target and Belgium just 2, and have not conceded a goal in either game despite facing 12 and 12 shots respectively. Their own attack has produced plenty of shots - 12 and 18 - but only one goal each time; the volume is there, the conversion has been narrow.
Italy's window has been the opposite of consistent. They lost 0-2 at home to Belgium despite 21 shots and 6 on target - a genuinely wasteful night in front of goal - then scored four away at Türkiye from a more modest 14 shots and 8 on target. Across their last two games they have conceded twice, and their high-shot, low-conversion performance against Belgium is the kind of game state France's defence is built to produce.
Tom's rule is no goals bet without a shot-based number, and the number here is the combined scoreline pattern from the four games these two sides have just played: 1, 1, 2 and 5 goals - three of four finishing under 2.5, and both of France's own games landing on exactly 1.
